Water Builds the Gluten

A drier dough yields the tight, uniform crumb of a sandwich loaf. Higher hydration is not free, it makes dough progressively harder to work. A wet, slack dough sticks to hands and surfaces and does not hold its shape, which is why high-hydration breads use techniques like folding rather than kneading and are shaped with wet hands and a light touch. This is the practical reason beginners start with moderate hydration and advance to wetter doughs as their handling improves. Water Becomes Steam: Oven Spring

The most dramatic role water plays comes in the oven. As the loaf hits the heat, the water in the dough begins turning to steam, and that expanding steam, along with gases from the yeast, causes a rapid final surge of rising called oven spring, the burst that gives a well-made loaf its lofty, open structure. Water inside the dough is the fuel for this expansion, and steam in the oven environment keeps the crust soft long enough to let the loaf expand fully before setting. This is why bakers introduce steam into the oven for crusty breads, and why hydration influences not just the raw dough but the loaf's final leap in the oven.
