The Lengths Make No Logical Sense
If you were designing a calendar from scratch, you would never produce our month lengths: a jumble of 30s and 31s with a stunted February, following no clean rule. The irregularity is purely historical, inherited from the Roman calendar as it evolved and was reformed over centuries. There is no astronomical or mathematical reason for the specific pattern, it is a frozen accident. This is why remembering month lengths requires a mnemonic (the knuckles, or "thirty days hath September"), there is no logic to deduce them from, only history to memorize.
Why February Is Short
February's oddity, being noticeably shorter than every other month, goes back to the Roman calendar's origins.

The early Roman calendar began the year in what we call March, so February fell at the end and became the month where adjustments, including the leap day, were made, leaving it short. The evidence lingers in the later months' names: September, October, November, and December derive from the Latin for seventh, eighth, ninth, and tenth, even though they are now the ninth through twelfth months, a fossil of when the year started two months later.

Two months carry the names of Roman rulers, reflecting reforms and honors from that era, and popular tradition holds that the arrangement of long months was shuffled around these imperial namings. Whatever the exact details, the imprint of Roman politics on the calendar is real: months were renamed to honor leaders, and the calendar's structure was set by Roman reforms that prioritized tradition and politics over tidy design. The result is a calendar that encodes the history of an ancient empire in its very month names and lengths, which we have inherited essentially unchanged.
The Reforms That Failed
Given how irrational the month lengths are, it is unsurprising that reformers have proposed cleaner calendars, and telling that none has been adopted. Proposals have included calendars with equal months, or with a fixed structure so that every date falls on the same weekday every year, which would make scheduling far simpler. These reforms were seriously considered but ultimately rejected, partly because of the enormous disruption of changing a system embedded in every contract, holiday, and habit, and partly because such fixed-weekday designs require an extra "blank" day outside the weekly cycle, which conflicts with the unbroken seven-day week many hold sacred. The failure of these reforms is why we keep the messy inherited calendar, the cost of change outweighs the appeal of logic.
The Sunday-or-Monday Question
