Radiometry Versus Photometry
Physicists can measure the pure energy of light in watts — that is radiometry. But the eye does not respond equally to all wavelengths, so a watt of deep red and a watt of green do not look equally bright. Photometry is the parallel system that weights light by how the human eye actually perceives it, and it is the system every lighting product is rated in.
The Luminous Efficiency Curve
At the heart of photometry sits the luminous efficiency function — a curve describing how sensitive the average eye is to each wavelength. It peaks in the green-yellow region, where the eye is most responsive, and falls off toward red and violet. Lumens are computed by weighting a light source's spectrum against this curve, which is why an efficient lamp targets the wavelengths the eye sees best.

From Candela to the Foot-Candle
The family of photometric units interlocks. The candela, one of the SI base units, measures intensity in a direction; the lumen measures the total flux a source emits; and illuminance — lux in metric, foot-candles in imperial — measures how much of that light actually falls on a surface. A foot-candle is literally one lumen spread over one square foot, which is why room lighting math multiplies area by a foot-candle target.
Why Watts Mislead
For a century people judged brightness by wattage, because incandescent bulbs of similar make gave similar light per watt. Efficient modern sources broke that habit: an LED and an old bulb can draw wildly different power for the same lumens. Designing to a lumen target rather than a wattage guess is simply designing in the unit that tracks what the eye sees, not what the meter draws.
