Defining the zero from which all elevations are measured turns out to be one of the subtler problems in geography, and the answer is stranger than it sounds.
Elevation Needs a Zero
Every height is measured from some reference — a datum. For elevations on Earth, that reference is nominally sea level, the surface of the oceans. But the sea's surface constantly moves, so a single instant's reading will not do. The zero of elevation must be an average, a stable idealization of a surface that is never actually at rest.
Mean Sea Level
The traditional answer is mean sea level — the average height of the sea over a long period, smoothing out tides and waves. By averaging countless measurements, a stable reference emerges from the restless ocean. Historic elevations were tied to such averages read at coastal tide gauges, giving the familiar “above sea level” a concrete, if hard-won, meaning.

The Lumpy Sea
Here is the surprise: even a perfectly calm ocean would not be a smooth sphere. Earth's gravity is slightly stronger in some places than others, and water bulges toward stronger gravity, so the sea's average surface is gently lumpy. This idealized shape, the surface the oceans would settle into under gravity alone, is called the geoid — the true, subtly irregular reference for elevation.
Slope Is Simpler
Against this deep complexity, describing the steepness of a slope is refreshingly simple: it is just the vertical rise over the horizontal run, expressed as an angle or a grade percentage. Both describe the same right triangle. Yet even here, the rise must be measured against a consistent vertical — a reminder that in geography, up and down rest on the quiet, hard question of where zero really is.
