Under norm-referenced grading, the grade reflects how the student performed relative to their peers, the grade depends on where they rank, not on an absolute standard. Criterion-Referenced: Measuring Mastery
Criterion-referenced grading judges each student against a defined level of competence, the criteria for each grade are fixed in advance, and a student's grade depends only on whether they met them. In principle, everyone in a class could earn top marks if everyone mastered the material, and everyone could fail if no one did. This is grading against a standard, and it has an appealing logic: the grade tells you what the student can actually do, independent of the group. Most everyday classroom grading, where a set percentage earns an A, is criterion-referenced in intent, the grade is meant to certify mastery of the content.
Norm-Referenced: Grading on the Curve
Norm-referenced grading, by contrast, ranks students against each other and distributes grades accordingly, the familiar "grading on a curve."

On a curve, a fixed proportion earn each grade no matter the absolute scores, so a student's grade depends on the class. This can raise a grade in a hard course where everyone struggled, or lower it in a class of high achievers. The curve is common where instructors want to control grade distributions or where absolute standards are hard to set, but it has a troubling feature: it pits students against each other, since one student's better performance can lower another's grade, and the grade no longer certifies any particular level of mastery.
Why the Distinction Matters
The two systems mean a grade is not self-explanatory: the same letter can certify mastery of a standard or merely a rank in a particular group. A B in a criterion-referenced course says the student reached a defined competence; a B on a curve says the student landed in the middle of their class, which might reflect strong or weak absolute performance depending on the class.
