Work Expands to Fill the Time: Deadlines and Backward Planning

A grant deadline is a fixed wall that does not move — yet somehow proposals are so often finished in a frantic rush at the last minute. The reason is a well-known quirk of human behavior captured by Parkinson's Law, and the antidote is a simple but underused discipline: planning backward from the deadline rather than forward from today.

Parkinson's Law

The writer C. Northcote Parkinson observed, half in jest, that “work expands so as to fill the time available for its completion.” Give a task two weeks and it takes two weeks; give it two months and it takes two months. Grant proposals obey this law faithfully — a proposal will consume however long remains until the deadline, ballooning to fill the available runway.

The Deadline Effect

A related phenomenon is the deadline effect: much of the real work happens in the final stretch, under the pressure of the approaching wall. A little pressure focuses effort, but relying on the last-minute surge is dangerous when the deadline is strict and unforgiving, as grant portals notoriously are. The rush leaves no margin for the surprises that always arise.

Planning From the Wall

The remedy is to plan backward. Instead of asking “when is it due and how shall I begin,” ask “how much time does this genuinely need, and therefore when must I start?” Anchoring the plan to the immovable deadline and subtracting the real work required yields a start date — a hard trigger that resists the drift Parkinson's Law encourages.

The Hidden Lead Times

Backward planning also surfaces the tasks that quietly consume time: internal approvals, board sign-offs, letters of support, gathering financial documents. These lead times must be built into the estimate, or a proposal finished the night before cannot actually be submitted.
