Three Different Percents
A percentage concentration compares a component to the whole, but both the component and the whole can be measured in either mass or volume, giving three common conventions.

The calculator computes the weight/weight form, mass over total mass. But a label reading simply "5 percent" might mean any of the three, and they are not interchangeable. Which one applies depends entirely on context, and getting it wrong changes the actual amount present.
Why They Disagree
The three notations give different numbers because mass and volume are related by density, and density is rarely exactly one. A weight/weight percent and a weight/volume percent for the same solution coincide only if the solution's density happens to be one gram per milliliter, roughly true for dilute water solutions but not for concentrated ones or non-aqueous liquids. A volume/volume percent for two mixed liquids can differ from a weight-based percent whenever the liquids have different densities, and mixing volumes can even be non-additive (the total volume of two mixed liquids is sometimes slightly less than the sum, as with alcohol and water). Because density bridges the mass and volume worlds, converting between the notations requires knowing the density, and assuming they are equal is a common mistake.
The Real-World Examples
The notations are not academic, they appear on everyday products, and knowing which is meant matters.
- Alcoholic drinks are labeled by volume/volume percent (alcohol by volume), the volume of pure alcohol per volume of drink.
- Saline and many medical solutions use weight/volume percent, a mass of dissolved solid per volume of solution, so "0.9 percent" saline means a specific mass of salt per volume.
- Food and alloys are typically weight/weight, mass of a component per total mass.
Reading a "5 percent" solution as weight/weight when it is actually weight/volume, or vice versa, produces a real error in how much substance is present, which in a medical or safety context can matter a great deal.
The Bridge to Molarity
Percent notations are often the starting point for converting to molarity, the mole-based unit chemists prefer, but that conversion requires care about which percent you have. Going from a weight/weight percent to molarity needs the solution's density (to get from mass to volume) and the solute's molar mass (to get from mass to moles). Skipping the density step, or assuming the wrong percent basis, corrupts the result. This is why a responsible concentration label specifies its basis, and why converting between concentration units demands knowing exactly what the percentage measures.
