The Formula
State Tax = Winnings × State Rate
Net Winnings = Winnings − Federal Tax − State Tax
The federal rate defaults to 24%, the standard mandatory withholding rate the IRS applies to lottery and gambling winnings above certain thresholds. The state rate defaults to 0% since several U.S. states don't tax lottery winnings at all, while others apply their standard state income tax rate.
