At high altitude, atmospheric pressure is lower, so the same gauge boost pressure reading actually represents a higher, harder-to-achieve pressure ratio than the identical gauge reading at sea level.

Why do turbo tuners care about pressure ratio specifically?
Compressor maps - the charts showing a turbo's efficient operating range - are plotted against pressure ratio and flow rate, not gauge boost pressure, so matching a turbo to an engine requires this conversion.
