Build the Budget From Line Items, Not From a Target Number
It's tempting to start with a round target figure and work backward into categories that add up to it, but that produces a budget that looks plausible without being grounded in what the program actually costs to run. This calculator works the other direction: add up real line-item costs first — personnel, supplies, travel, other — then layer indirect costs on top, so the total is a genuine bottom-up figure rather than a number chosen first and justified after.
The Formula
Indirect Amount = Total Direct Costs × Indirect Rate %
Total Program Budget = Total Direct Costs + Indirect Amount
Indirect costs are calculated as a percentage of the direct cost total that's already been assembled, which is why getting the direct cost line items right first matters — every dollar of error there compounds into the indirect amount as well.
Why Building Bottom-Up Catches Problems Early
- Realistic proposal budgets — reviewers can often tell when a budget was reverse-engineered from a target total rather than built from actual anticipated costs; itemized line items read as more credible.
- Mid-year budget revisions — when a single cost category changes (a hire falls through, travel costs rise), rebuilding from line items shows exactly how the total program budget shifts.
- Indirect cost transparency — separating direct costs from the indirect amount added on top makes clear to funders exactly how much of the total is going toward overhead versus direct program delivery.
