Volumetric efficiency measures how effectively an engine fills its cylinders with air compared to the theoretical displacement volume - a fundamental engine performance metric tied directly to power output potential.
Worked example
For 1.8 units of actual air intake against 2.0 units of engine displacement:
VE = 1.8 / 2.0 x 100 = 90.0% (Below 100% - typical of naturally aspirated engines)

Naturally aspirated engines are limited by intake restrictions and valve timing to below 100% VE, while forced induction engines can exceed 100% by actively pressurizing the intake charge beyond atmospheric density - this is exactly how turbocharging increases power without increasing displacement.
