Moving a pallet across the country by truck or rail is comparatively efficient per mile; delivering that same freight to an individual door is not, because a single driver, vehicle, and set of stops now serves one delivery instead of hundreds consolidated together. Last-mile cost is routinely cited as the largest single share of total delivery cost, which is why it gets modeled separately from linehaul freight.

The Formula

Last-Mile Cost = Base Fee + (Distance × Rate per Distance) + (Stops × Cost per Stop)

The base fee covers a fixed dispatch cost regardless of route length. Distance-based cost scales with how far the vehicle travels, while the per-stop cost captures the time and handling overhead of each individual delivery — relevant for multi-stop routes where the number of drops matters as much as total mileage.
