A combustion air fan does not just fight the burner itself - every duct run, damper, and filter in its path adds resistance that has to be overcome for the system to deliver its rated flow.
Formula: TSP = burner pressure drop + duct/damper losses
Example: 800 Pa burner drop plus 300 Pa of duct and damper losses gives 1,100 Pa total static pressure the fan must be selected against.
